Question:What is the purpose of a waqf (endowment) in the way of Allah, and what are the permissible uses of the revenue from the waqf?
Answer:In the name of Allah, the revenue from a waqf may be used for feeding and supporting the poor, providing medical treatment to needy believers who cannot afford it, publishing religious books, building mosques and husseiniyyas, and supporting the visitors of Imam Hussain (PBUH) on the route to Karbala. This is provided that the founder of the waqf has not specified a particular purpose. If the founder has specified the purpose, then the waqf must be spent according to that stipulation after it has been reviewed by scholars. Allah knows best and is the Guide.
Question:If something has been dedicated for the benefit of the poor, is it permissible to transfer its benefits to the poor in another country?
Answer:In the name of Allah, if it was not specified at the time of the endowment (waqf), it is preferable to limit the benefit to the poor of the same locality, unless there is evidence indicating otherwise. However, if it was specified, it is not permissible to transfer it to another country. This means that the conditions of the endowment and the intention of the endower at the time of endowment must be adhered to. Allah knows best.
